Dan E. Arvizu, US’ Contribution to Renewable Energy Development

First of all, renewable energy development is part of the Obama Administration platform. We shall take a resolute and great action to handle new energy economy. In addition, we have made promise that US will push forward clean production, and double the production of renewable energy and other non-fossil energy. By 2015, we plan to increase tens thousand of hybrid vehicles, which needs the approval of the Congress.

New energy economy needs great change. First of all, we shall not concern production mode or energy features. Over the past 10 years, the output of US wind energy has increased 15 times. Currently, our output of wind energy reached 80 mW, and wind-power 3,900 mW. Output of solar power generation reached 20 mW in 2000, and 600 mW at present. Non-petroleum and non-chemical fuel technology have increased greatly during the past decade. In addition, we also reduced the energy generation cost greatly, last year, the total 34.1 billion dollars have been spent to develop clean energy, and the total fees internationally are 240 billion dollars. New generation technology will play a vital role in this regard, including building and energy transport fields. The most important thing is how to reduce investment risk, and find a way to ensure market truly play its role. On the one hand, we shall consider traditional investment mode, on the other hand, we shall combine it with new clean technology, green technology.

As for system efficiency improvement, what we can do is to make efficient construction investment. We have drawn such conclusion through past experiment: even if we have an opportunity to construct high-efficient building, the construction cost of it is not more expensive than normal building. We are now establishing a huge building, and the third side building of it will be built, whose energy consumption will be a half of normal one. On the top of the building, there are solar photovoltaic batteries, whose energy output equals its consumption. Besides, there are heat reserve in the building, and energy reserve under the ground of the building. It is equipped with high energy-efficiency window, and information center. The energy consumption of each worker in the building is less than 300W. We have set energy consumption budget, and stipulated that some uncontrolled energy equipments were not applied without permission, and all workers shall change their past working habit. This building consumes less energy than traditional one, and we can do this with existing technology.

New generation technologies like offshore wind power generation, solar power generation, poly-heat solar generator set, and new materials set higher requirement for us to seek preferable power distribution. What we can do now is how to develop new-generation easy-to-use biological function, and without food as biological fuel. In the years to come, we will have high energy-efficiency vehicles, and will not neglect the problem like how to improve battery technology, how to enhance heat management, which have much room to improve.

The above shall be achieved by smart grid. In terms of terminal client use, we shall make some improvements on how to optimize power load, how to use a flexible pricing system, how to combine smart grid with intelligent technology. For instance, the goal of such infrastructure construction, which we have invested several billion dollars, is to expand permeability and distribution system, reduce its risk rather than reliability, let people acquire adequate power supply at any moment. Government department shall not only consider R&D, but test its technical feasibility. Politicians, legislators shall play a major role in this regard.
