On June 18-21, 2011, the 4th World Economic and Environmental Conference (the 4th WEC), supported by the United Nations, co-organized by United Nations Industrial Development Organization (UNIDO) and International Energy Conservation Environmental Protection Association (IEEPA), undertaken by Qingdao Municipal People’s Government, was successfully launched in Qingdao.

More than 500 guests and representatives, over 300 enterprises from home and abroad attended the conference. At the same time, the conference obtained extensive support from international organizations, government organs, foreign embassies to China, domestic and overseas media and so on. Qingdao Declaration, as conference slogan, was announced by Wang Yani, a grade 6 student from Pingdu Experimental Primary School of Qingdao city, whose goal was to call on people to take action, protect environment and treat the planet well. The declaration was transmitted by dozens of mainstream media at the first time, and drew widespread concern and warm response.

Abulaiti Abudurexiti, vice chairman of CPPCC, pointed out: Climate change is one of the most severe challenges humanity faces in the 21th century. WEC, founded in 2008, aims at advocating various countries to transform towards a green ecological development mode, cooperating with all walks of life, to jointly respond to climate change and deteriorating environmental problems in the course of human activities and economic development, via joint efforts and WEC platform, actively perform environmental protection mission and responsibility, and pay more contributions to economic transformation and low-carbon development.

Supachai Panitchpakdi, Secretary-General of UNCTAD, made high appraisal on WEC 2011: the conference will send a strong message to the preparatory process for the 2012 United Nations Conference on Sustainable Development (UNCSD). Its title “Low-Carbon Mission during Economic Transition Development” is very proper and practical.

Edmond Alphandéry, Former French Minister of Economy, Chairman of Euro50 Group, pointed out: The 4th World Economic and Environmental Conference is an event of utmost importance, I strongly support this conference, I think very useful that we all discuss the problems created by carbon emissions mainly on climate change and that we debate at the international level the solutions that can be put forward. This initiative is therefore most welcome.

Congratulation letters or addresses were sent or given by national leaders, international organizations and famous economists like Kandeh K. Yumkella, director-general of UNIDO, George Kell, executive director of United Nations Global Compact, Robert Aumann, Nobel Laureate in Economics and so on. At the same time, senior officials or delegations from OECD, APEC, GEF, WWF, Environmental Defense Fund, WB, The Nature Conservancy, and organizations from USA, UK, Russia, Maldives, Spain, Switzerland, Norway, Finland, Ukraine, Hong Kong, Taiwan have attended the conference.

Eight ministry-level officials including He Keng, vice chairman of Finance and Economic Committee of National People’s Congress, vice chairman of Jiu San Society, Zhang Qiong, deputy chief of the Committee for Social and Legal Affairs of CPPCC, Che Shujian, Counsellor of the Counsellor Office of the State Council, Vice Director of Development Research Center of the State Council, Deputy Director of School Council of Tsinghua University, Wei Jianguo, former Deputy Minister of Ministry of Commerce, Liu Yanhua, former Vice Minister of the Ministry of Science and Technology, and tens of departmental-level officials from the MEP, MIIT, Ministry of Finance, Ministry of Housing and Urban-Rural Development attended the conference, and delivered keynote speech or report.

The conference, with the title of Low-Carbon Mission during Economic Transition and Development”, held the Round-Table Meeting for Presidium and Invited VIP, Opening Ceremony and Keynote Report, China’s Low-Carbon Economic Development and International Cooperation Forum, Forum on Sustainable Development in Green Building and Property, China’s Energy Conservation, Environmental Protection and New Energy Industries Forum, Forum on National Energy Conservation and New Energy Vehicles Industry, Forum on International Water Resource, release and awarding ceremony of International Carbon-Value Award, Welcoming Dinner and Closing Ceremony and so on.
